The stock turbos have a base boost of about 6psi (safety boost), and the solenoids you speak of allow more boost (9.5 psi) by bleeding of the pressure signal to the wastegate actuators. The higher boost can be changed with the addition of boost jets, but the base boost cannot be lowered without changing the wastegate actuator.
